Histoire de la réforme du droit d'auteur

Dans un élan de zèle lors d’une soirée au particulièrement tranquille au bureau de référence, je me suis lancé à la recherche de rapports traitant de la réforme du droit d’auteur au Canada. En fait, je cherchais de l’information concernant les services de prêt entre bibliothèques dans le contexte historique de la réforme du droit d’auteur au pays (oui, oui, vraiment une question de zèle et de soirée tranquille dans la bibliothèque). Je n’ai pu retenir mon sourire à la lecture de cette phrase à la p. 133 du rapport du Economic Council of Canada de 1971, évoquant l’utilisation équitable :

What is happening in practice is that an increasingly unreasonable burden is being thrown on the consciences and amateur legal expertise of such people as librarians and copying-machine operators, the vast majority of whom doubtless have no great penchant for the role of law-breaker, even in the most technical or accessory sense.
