Le droit d’auteur serait le domaine le plus actif sur le plan du lobbying selon un récent livre, souligné par un article daté du 25 septembre du Hill Times, le journal de la colline parlementaire à Ottawa. Voici une citation, en anglais :
Canada’s federal copyright law is one of the most contested areas of federal policy making. What may seem to the average observer as minor changes to the Copyright Act have significant impacts on commercial and non-profit sectors, from broadcasting to education. A decision to apply a new royalty fee to broadcasters, for example, to compensate performers and producers of sound recordings, makes a winner out of the recording industry and a loser out of broadcasting. In this way, each decision to amend the act is political in nature and creates winners and losers.
Le livre en question est intitulé : Prey to Thievery: The Canadian Recording Industry Association and the Canadian Copyright Lobby, 1997 to 2005.

La British Library affirme sa position

C’est lors d’un événement en marge du congrès du Parti travailliste à Manchester hier que la vénérable British Library a porté un coup au profit des droits des usagers sur la question de la propriété intellectuelle. Connue simplement comme The Library par les initiés, cette bibliothèque nationale annonce le lancement d’un manifeste sur le droit d’auteur.
Et on n’y va pas de main morte. Lynne Brindley, la directrice générale de l’institution, fustige même l’industrie pour ses revendications excessives : “The current stand-off on IP threatens innovation, research and our digital heritage”. En 4 pages, nous avons un sommaire efficace des enjeux des « droits des usagers » dans Internet. En voici d’ailleurs le sommaire en anglais :
1. Existing limitations and exceptions to copyright law should be extended to encompass unambiguously the digital environment;
2. Licenses providing access to digital material should not undermine longstanding limitations and exceptions such as ‘fair dealing’ ;
3. The right to copy material for preservation purposes – a core duty of all national libraries – should be extended to all copyrightable works;
4. The copyright term for sound recordings should not be extended without empirical evidence of the benefits and due consideration of the needs of society as a whole;
5. The US model for dealing with ‘orphan works’ should be considered for the UK;
6. The length of copyright term for unpublished works should be brought into line with other terms (ie: life plus 70 years).

This study explores the practices and perspectives of IT organizations that support the academic research enterprise. To collect, analyze, and distribute information across an expanding range academic disciplines and geographic locations, research efforts rely heavily on IT infrastructure, people, and a broad range of IT services. Ever-larger data sets are being collected and shared, simulations and visualization are becoming routine tools, and the co-evolution of science and computing increasingly requires scientists to have solid grounding in information management. This ECAR study reports the results of a variety of research initiatives: a literature review, quantitative and qualitative data from 328 higher education institutions (315 U.S. and 13 Canadian institutions), and five in-depth cases studies.

L’Observatoire de la culture et des communications du Québec diffuse les données de 2004 sur les bibliothèques publiques autonomes soutenus par le ministère de la Culture et des Communications du Québec et révisées pour les années 1995 à 2003.
